Karnataka Community-Based Tank Management Project |

The Government of Karnataka aims to restore many of the minor irrigation tanks in Karnataka through a community-based approach. Villagers will get the chance to improve their tanks and they are prepared to maintain the tanks afterwards. The Jala Samvardhane Yojana Sangha (JSYS) is established as a nodal agency to implement the Karnataka Community-Based Tank Management Project. JSYS is implementing the project (aided by World Bank) through several NGOs. IYD is one of the two implementing agencies in Koratagere taluk, Tumkur district. The target of IYD is to cover 40 tanks during the five-year project. IYD is implementing the project from October 9th, 2002, until October 8th, 2007. |

Tank Users Groups (TUGs) are formed and for each tank an Integrated Tank Development Plan (ITDP) is prepared, based on the issues brought up during a four-day Participatory Rural Appraisal program. In the ITDP civil works are planned for tank improvement. The TUGs are responsible for the implementation of the civil works. 94 % of the total ITDP cost will be contributed by JSYS, while the remaining 6 % has to be contributed by the community through Shramadaan (voluntary labor). Another 6 % of the cost has to be contributed by the community in cash, which will be used for the maintenance of the tanks after completion of the project. During the project the TUGs will be trained, so they will be able to maintain their tanks. |

Besides civil works, agricultural and social activities are also implemented. Agricultural demonstrations and Farmers’ Field Schools help farmers to reduce their expenses and increase their yield. In each village 30 to 100 beneficiaries (poor, landless, small or marginal farmers, widows, etc.) are selected by the villagers, who receive a revolving of Rs. 2,000 to start Income-Generating Activities. Twenty beneficiaries are selected for kitchen gardens. These beneficiaries receive vegetable seeds, a lemon tree and a coconut tree to start a garden next to their houses. Volunteers are trained to teach women to read and write as part of the Functional Literacy Program. |
